You can display ads on your Web site by customizing your pages with one of the advertising widgets available to you. The Manage Ads page allows you to enable or disable the ads for the Web site. If you want ads to be displayed on the site but want to restrict certain users from seeing them, you can grant the Site - Hide Ads permission to the user role.
To enable ads:
Navigate to Control Panel Dashboard > System Administration > Site Administration > Site Content > Manage Ads.

Select the Enable Ads property check box to display ads on your Web pages.
Click Save.
